I'm wondering what kinds of avenues there are out there for people interested in dabbling with rhythm/music games.

Does anyone know of any engines or add-ons or ways to go about this sort of thing? Any development happening anywhere? Have you made one yourself?

There's always StepMania. Has been used in commercial games of the dancing machine variety, but can be adapted to do other things as well. Depends on what kind of rhythm game you're planning on making.
