is 16,213 kb bigger or smaller than 10 mb?

Bigger, since 1,000 KB = 1 MB. So, 16,000 KB = 16 MB.

One handy thing to remember is that the common ways to refer to bytes go up by a 1000, so:

a kilobyte is a 1000 bytes, a megabyte is a 1000 kilobytes, a gigabyte is a 1000 megabytes and a terabyte is a 1000 gigabytes.

(Technically, a lot of times it refers to 1024 instead of a 1000, I believe the IEEE has attempted to get people to use the classic terms for a 1000 and use some newer terms like 'mebibbyte' for 1024.)
